Category F: The Backlog Nobody Warns You About

If you are applying for Cyprus permanent residency under Category F, the income-based route for non-EU nationals, you need to know something that most advisers and websites either do not mention: the Civil Registry and Migration Department is severely backlogged, and processing times are far longer than official guidance suggests.

The application itself is not difficult. The requirements are clear. But the queue is long, and that changes how you need to plan.

Why the Backlog Exists

Applications surged from 2022 onwards, driven by UK nationals post-Brexit seeking EU-adjacent residency, remote workers and entrepreneurs attracted by the non-dom tax regime. The Civil Registry has not scaled capacity to match demand, and there is no fast-track option for Category F. Applications are processed in submission order.

What This Means for You

Submitting a Category F application does not give you legal residency status immediately. Until the permit is approved, you must maintain legal presence in Cyprus through another route. Do not let your legal status lapse while waiting.

Your Legal Status While You Wait

Once you submit a Category F application, you receive an acknowledgment certificate. This does not function as a residence permit on its own. The standard approach is to apply for a temporary Pink Slip in parallel. This gives you legal residence while the Category F application is processed and allows you to access Cyprus tax residency and non-dom status in the meantime.

EU nationals: Category F does not apply to you. EU citizens register for residency through a separate and much faster process.

How to Avoid Extending Your Wait

The most common reason applications stall is incomplete documentation. Missing documents do not pause your position in the queue. They result in a letter requesting the missing item, followed by re-processing. Every deficiency adds months.
